DIRECTING TECHNOLOGIES TOWARDS AN EFFECTIVE EMERGENCY MANAGEMENT SYSTEM DESIGN

Returning back to regular life after an emergency and /or disaster period, providing the productivity again and minimizing the possible damage are possible with an effective emergency management system. Affection, respect and trust in the society will strengthen with an administration model that is capable of organizing in hard times, minimizing the loss by taking correct actions and providing communication.

Management of natural, technological or human originating emergencies is quite different than the usual management structures. An effective emergency and / or disaster management system depends on proper planning and preparation period, the effective use of experience and resources, a reliable communication infrastructure that allows heavy information flow, coordination and decision support systems to speed up the justified decision. An effective planning and preparation period includes the risk analysis and forming action plan that must be done before the incident takes place.

Forming the emergency scenario through expert opinion and utilizing expert systems in case of any emergency improves the correctness of management systems. Follow up and management of the risk and emergency management issues can be provided by detection of up to date information from the current situation and forming a database in connection with a detailed information system used by different associations. An effective emergency management system designed with new generation decision support system has capability to observe the outside environment continuously and give response to the changes immediately. In time detection of the changes in environment data, and therefore, running the appropriate scenario must be the basic task of the extensive and highly complex system. This paper defines an intelligent emergency management system approach which is capable of evaluating the expert knowledge and performing correct foresight actions. This INTelligent Emergency Management system (INTEMA) analyzes new improvements in software and system design technologies, and new methodologies and models in management area in order to decrease system complexity by improving speed, correctness and comprehensibility.
